This U.S. lay is simply a two-third size copy of the full-size Yankee Job case shown in American Type Founders: American Line Type Book (1906) and Barnhardt Bros & Spindler: Book of Type Specimens No.9 (1907), etc. The empty case configuration is Yankee Job, which again is just a smaller version of the full-size Yankee Job and thus also matches Barnhart Bros & Spindler: Pony Specimen (1890s).

The Two Third Yankee case shown above is often called a Two-Third California, but that case as shown by Missouri-Central (1959), has two top rows of 7+7 boxes and not 8+8 as here. However, American Type Founders: Specimen (1923) and Hamilton Manufacturing Co: Modern Printing Office Furniture, Catalog 15 (1922) and Printing Plant Equipment Catalog 16 (c1932) and Thompson Cabinet Co: Equipment for Printing Plants Catalog 47 (c1949) show a Two Third Yankee case labelled California, with 8+8 boxes in the top row.
